When the name you want is one you already own
Owners hold the strongest position in any username dispute. If you changed the handle yourself, Instagram lets you switch back as long as nobody new has taken it and it wasn't recently removed from an active account you don't own. Deleted the account instead? You can sign up again with the same username after deletion completes, provided it's still free. Hackers who rename an account create the hardest case, because the old handle is now open to anyone and the account itself carries a new name; recovering the account comes first, and the name second.
