Should you report the seller, the listing or the order?
Report the order in most buyer cases, because eBay says a missing, broken or misdescribed item is not grounds to report the seller. Its seller-problems help page points those cases to two other buttons, My item hasn't arrived and I want to return my item. Both lead to a Money Back Guarantee request that can end in a refund (eBay: Report an issue with a seller). Plenty of advice on how to report eBay seller problems skips that step. Seller reports are narrower. Examples on eBay's list include an offer to sell you a listed item outside eBay, no intention of completing the sale, threatening or abusive messages, another member's contact information published, false contact details, and a seller who appears to be under 18. Listing reports cover the item page, and nobody needs to have bought anything to file one.

How to report an eBay listing, step by step
How do you report a listing on eBay? Start from the item page, which eBay prefers because reports filed beside the content are easier to investigate (eBay: Reporting content on eBay). - Screenshot the listing, then select the question-mark icon, which eBay's VeRO help places at the bottom right. On a mobile device, eBay says to use the three dots.
- Under Report content, select Submit report.
- Sign in, or submit as a guest.
- Under What would you like to report?, choose the content type, then the reason.
- Describe what is wrong and which rule it breaks, adding documents if you have them.
- Select Submit report, and eBay sends a receipt confirmation.
Older walkthroughs show a Report this item link instead; look for whichever your screen has. Guests can file, which means the eBay report a listing flow needs no purchase behind it.
Pick the reason with care. Filed under the wrong heading, a well-documented complaint asks a reviewer to test a rule the listing never broke, the trap X sets too, where a reviewer checks a report only against the reason you chose. Most of how to report an eBay listing violation that holds up is naming the rule. Counterfeits sit under the Counterfeit item policy and copied photos under the Images, videos and text policy. Brand names attached to products those brands never made fall under the Intellectual property policy, which bans the practice even "to increase views" (eBay: Intellectual property policy). Silence follows, since eBay's false-reports policy says it doesn't disclose the outcomes of cases. A listing that vanishes after you report a listing on eBay proves little, because an ended, sold or removed listing looks the same from outside, much as a vanished Instagram profile proves it is gone, never why. File once and completely. eBay can set aside reports from anyone who frequently submits manifestly unfounded ones.
What if the seller scammed you, never shipped, or won't refund?
Open a Money Back Guarantee request from Purchases instead of a report, because only the request can end in a refund. That is the plain answer to how to report a seller on eBay for not sending item. The item never arrived
Go to Purchases, select More actions, then I didn't receive it, tick I'd like a refund or I'd still like the item, and select Send request. Filing opens after the estimated delivery date and closes 30 calendar days later. Sellers must reply within 3 business days. If that fails, open See request details and choose Ask eBay to step in and help, allowed from 3 to 21 business days after your report. eBay normally replies within 48 hours and hears appeals with new information for 30 calendar days after a case closes (eBay: Get help with an item that hasn't arrived). To prove delivery, a seller needs uploaded tracking with a scan before the latest estimated delivery date, a delivered status, a matching ZIP code and, on orders of $750 or more, signature confirmation (eBay Money Back Guarantee policy).

The return went back, the refund did not
Refunds follow the same request, which is how to report a seller on eBay for not refunding. Sellers must refund within 2 business days of the return arriving, unless the return details set a later date, and eBay can be asked to step in for up to 10 business days after that deadline. The seller was a scammer
Where the money went decides a scam case. Purchases paid even partly outside eBay, by bank transfer, cash, money order or escrow, aren't covered. eBay's published signs of seller fraud fit the setup: one-day listings, high-value items at suspiciously low prices, pressure to move the chat or payment off eBay, and buying-only accounts suddenly selling expensive goods. Prepaid cards and crypto are on eBay's unsafe list because the payment can't be traced or recovered, the same reason recovery scammers around locked Google accounts demand them.
So how to report a scam seller on eBay depends on the payment route; checkout payments use the request above. To report eBay seller fraud that happened off the platform, report the seller, since an offer to trade outside eBay is a listed violation. Then call your bank or card issuer the same day, and file with the FTC and the FBI's IC3. Fraud reports to the FTC reached 3 million in 2025, with $15.9 billion in reported losses (FTC, March 2026). Most eBay problems need no outside help once they sit behind the right door. Counterfeits and false advertising are two different complaints
Fakes that have already arrived go to the refund route first. Coverage extends to an item with strong indicators that it is counterfeit. You must request a return but may not be required to ship the item back, and you must cooperate with its disposal rather than resell it. Report the listing as counterfeit too, so the next buyer doesn't get the same box. Those two steps are how to report a seller on eBay for selling fakes as a buyer. Brand owners need a different door. Anyone who wants to report eBay seller selling fakes on a brand's behalf is filing a trademark problem. Filed as copyright, counterfeit claims die on TikTok for that reason: a true complaint judged against the wrong test fails on paper.
Reselling isn't counterfeiting, though. Naming a brand you genuinely stock is usually no trademark violation on Instagram. Controlling where or how a product is resold, or blocking sales below a price point, appears on eBay's VeRO page among its reasons not to report.

Can a seller find out you reported them?
Not by default: eBay reveals a reporter's identity to the reported member only when strictly necessary (eBay: Reporting content on eBay). What your report says can still travel. Its reporting article says eBay may forward "the content of your report, as well as the information submitted with it". Write "I bought this from you on 3 September" and the report names you even without your username.
Anonymity is a writing habit more than a setting. For how to report an eBay listing anonymously, submit as a guest, describe the listing rather than your purchase, and keep order numbers and dates out of the free text. The trade-off: a guest report leaves eBay no account to message for more detail. Context can still give you away. When you are the only person who could plausibly have filed, a confidential LinkedIn report can still be guessed, and a seller with one unhappy buyer this week can do the same arithmetic. Harassment reverses the priority, since the seller already knows who you are. Stolen photos, the VeRO Portal and IP violations
Start with the clause most sellers never read. Under the User Agreement, creating a listing lets eBay and its customers use your images and product details, which eBay says can enter its product catalog and appear in other sellers' listings. For a photo outside the catalog, eBay's first suggestion is to ask the seller to remove it (eBay: Images, videos and text policy). Outside the catalog, the photograph is yours in the way a photo you took is yours on Instagram, and copyright is the route. Two doors take it:

- By DMCA notice to eBay's designated agent at [email protected], by fax to (801) 757-9521 or by post to 339 West 13490 South, Suite 500, Draper, UT 84020. It needs a signature, a description of the work and where it appears, your address, phone number and email, a good-faith statement, and a statement under penalty of perjury (eBay: Verified Rights Owner program).
Ending your own listing to stop the copying does nothing to the copies, since deleting your own account reaches nothing that belongs to anyone else. Owning the pictures is what lets you report eBay seller for stealing pictures without joining anything. Standing is the test, as it is at each of Instagram's legal removal intakes, so without the rights VeRO is closed. You can still report a listing on eBay for infringement through Submit report on the item page.
VeRO removals are not a formality. Reported listings come down "even if the item is genuine", and eBay calls those removals the VeRO participant's decision rather than its own. Removed sellers are told to contact the owner at the email address in the removal notice before relisting (eBay: Removed or hidden listings). That power is why a false claim carries legal weight: under 17 U.S.C. § 512(f), anyone who knowingly and materially misrepresents that material is infringing is liable for the damages that follow, costs and attorneys' fees included. If you received an eBay intellectual property violation notice
Removal emails name the reason and give the rights owner's email address. For an eBay VeRO copyright infringement removal, write to that address, fix the listing or explain why your use was lawful, and ask for a retraction. Don't relist first: eBay warns that relisting a removed item can lead to suspension and, in some cases, legal action. Listings can return after a successful appeal or correction, per its VeRO page.
What a report can't do, and what we won't do
A report cannot return money; eBay's guarantee, your bank or your card issuer can. It cannot make eBay reveal the outcome, and it cannot outvote a policy, because no one removes another person's account by reporting it hard enough, on YouTube or on eBay. Coordinated reporting turns the risk around: in organized mass reporting, the accounts doing the filing are the identifiable side, and eBay's false-reports policy lets it restrict members who make intentional false reports.
