Can you recover WhatsApp messages on PC without phone access?

Linked devices are the one real exception to "no phone, no chats". How to recover deleted WhatsApp account without backup: three cases
It depends on who or what deleted the account. WhatsApp's help center describes three different deletions, each with its own rule.
You deleted it yourself

WhatsApp removed it for inactivity
