Blocked, restricted, suspended or banned — which one hit you?
Four words get used almost interchangeably across Meta's interfaces, and they mean four different things for your odds. Sort out which one you are looking at before you touch any appeal form. The wrong channel burns days you do not have.
Restriction is the mildest state: the account still works, but something is throttled, usually your messaging limit. Suspension locks the account pending human review, so you can open WhatsApp Business but cannot send. A permanent ban detaches your phone number from WhatsApp entirely, and the mark follows the number rather than the app install. A disabled WhatsApp Business Account (WABA) inside Meta Business Manager is different again: the asset freezes while the parent Business Portfolio is reviewed, which means the number is technically fine while every API message fails. Owners routinely appeal a WABA disablement through the consumer in-app form, get nothing back, and conclude the account is gone. Usually it is not. Those two states also fail differently on the customer side, which is worth knowing before you tell your clients anything: a suspension leaves your profile visible while a number ban makes you vanish from their chat list entirely.
Timing tells you almost as much as wording. Automated enforcement lands instantly, in the middle of a send, and normally names a policy. Human-review enforcement arrives hours or days after whatever triggered it, often after a batch of user reports crossed a threshold, and the notice tends to be vaguer. Automated locks release on evidence; human decisions release on argument. Check three things before you write anything: whether the number still receives one-to-one messages, whether the Business Manager asset shows a warning banner, and whether anyone else on your team can still reach the account. Two of those three being fine usually means a restriction rather than a ban, and a restriction is the version of this problem you want.

Read the exact wording of your error and match it to a row. Meta's phrasing is inconsistent across surfaces, but it is not arbitrary. Why did Meta block your WhatsApp Business account?
Six causes account for nearly everything we see. Messaging policy violations come first: sending template messages to people who never opted in, or opting them in through a checkbox they did not read. Second is quality rating collapse. WhatsApp scores every business number High, Medium or Low based on block and report rates from recipients over a rolling window, and a sustained Low rating pushes you down the messaging tiers (250, then 1,000, 10,000, 100,000, and unlimited unique customers per 24 hours) until the account is restricted outright. Third: unofficial clients. GB WhatsApp, WhatsApp Plus and similar modded builds are an instant ban trigger, and that particular ban almost never gets reversed. Fourth is commerce policy, meaning anything on the prohibited list, from supplements to certain digital subscriptions depending on market. Fifth is failed or lapsed business verification. Sixth, and the one nobody expects, is coordinated reporting.
Rank your own likelihood honestly before appealing, because the appeal text has to name a cause. Pull your last thirty days of sending: how many templates went out, to how many numbers that had never messaged you first, and what your block rate looked like. If you cannot answer those three questions from your own records, the reviewer already has an answer you will not like. Businesses that broadcast promotions to purchased lists are the single largest group we turn away, and they almost always arrive convinced the block was arbitrary. Rarely is it arbitrary. Systems that flag these accounts look at recipient behaviour, not at your intent, and a list that generated a spike in blocks reads identically whether you bought it or built it.
Coordinated reporting deserves a paragraph of its own. A WhatsApp Business account blocked within hours of a competitor dispute is not always a coincidence. Report volume feeds the quality signal, and a burst of blocks from real handsets moves the number. Short answer: the sellers exist, their success rate is far lower than advertised, and the claims made for mass-report bots do not survive contact with how Meta weights reports. But "lower than advertised" is not zero, and if your suspension arrived the same week as a public argument, say so in your appeal.

Business App or Business Platform? Your recovery path splits here

WhatsApp Business App is the free download. One phone, one number, self-serve, no Meta Business Manager involvement required. Accounts that live here appeal through a form inside the app and there is no ticket queue, no case number, and no human you can email.
WhatsApp Business Platform, still widely called the API, is a different product entirely. Your number lives inside a WABA asset, which sits inside a Business Portfolio in Meta Business Manager, which is often owned or co-owned by a Business Solution Provider such as Twilio, 360dialog or Wati. Three parties can hold the keys and only one of them can file. Ambiguity over ownership is why Platform recoveries stall: the owner assumes the BSP is handling it, the BSP assumes the owner is, and nine days evaporate. So the first question after an outage is never what the violation was. Ask instead who holds the asset.

Check your ownership before you file. In Business Manager, open Business Settings, then Accounts, then WhatsApp Accounts, and look at who is listed as owner rather than partner. We have watched clients spend a fortnight appealing from a portfolio that only had partner access while the owning BSP sat unaware. If the number was compromised rather than sanctioned, the sequence changes completely — start with recovering a hijacked WhatsApp number, then deal with any enforcement afterwards. How to recover suspended WhatsApp Business account access
Most guides on how to recover WhatsApp Business account data are about restoring chat backups from Google Drive. That is a different problem. This is the access problem.
Which product you are on changes the form, the evidence, the waiting time and who is even allowed to ask.
If you are on the Business App
Open WhatsApp Business. On the block screen, tap Support or Request a review; the label varies by version. You get one free-text field, and roughly 700 characters of it will actually be read. Lead with what changed: state your business name, the number, the date access stopped, and one sentence on what you send and to whom. Then state the correction you have already made. Reviewers respond to remediation, not to protest. Submit once. Do not resubmit daily; duplicate requests get collapsed and can reset your position in the queue. Keep a dated screenshot of what you submitted, because the app gives you no copy of it and you will need the wording if a second round becomes necessary.

If you are on the Business Platform
Go to Meta Business Support Home while logged in as an admin of the owning portfolio. Open a case against the WhatsApp asset specifically, not against the portfolio. Attach evidence: opt-in collection screenshots, a sample of the template messages you actually send, your privacy policy URL, and business registration documents if verification is part of the problem. You will get a case number. Reference it in every follow-up.
Because WABA problems and Business Portfolio problems cascade into each other, a suspended portfolio takes the whole asset set down with it, taking Pages, ad accounts and WhatsApp together. How long does a WhatsApp Business appeal actually take?
Clean cases move fast. Across the WhatsApp Business matters our team handled between January and June 2026 (n=118, internal records as of July 2026), 71% of suspensions where the underlying violation was genuinely fixed cleared within 72 hours of the appeal landing. Platform cases ran slower, with a median of six business days, because a human at Meta has to open the ticket rather than an automated system releasing a lock. Permanent number bans were the outlier in both directions: 29% reversed, and the ones that reversed usually did so within a week, while the rest never moved regardless of how many times they were appealed.
One pattern shows up often enough across our filings to be worth passing on. Appeals that open with a specific remediation get a faster response than appeals that open with a complaint, and appeals that include a screenshot of the opt-in flow get a faster response than appeals that describe one. Reviewers are working through a queue with limited time per case, so the appeal that answers their checklist in the first two sentences wins. Outcomes are also markedly better when the appeal comes from the account that actually owns the asset rather than from an agency seat with partner access, which is why the ownership check earlier in this guide is not optional busywork. Nothing here is a secret channel. Think of it as the difference between a case that is easy to approve and one that is easy to close.
Some accounts do not come back, and any firm that tells you otherwise is selling you something. Bans tied to child safety, terrorism or violent extremism, sustained harassment, and financial fraud are terminal. So is a ban traced to a modded client. Bulk unsolicited messaging with a documented pattern is close to terminal. When we assess a case and find one of those, we say no and refund the assessment rather than take a retainer against a wall. Here is the part that matters more than any of it. Nobody legitimate needs your WhatsApp six-digit verification code, your Meta password, or your Business Manager login to file an appeal. Every single one of those requests is a takeover attempt wearing a helpful voice. Our team has never asked a client for one and never will. The appeal is filed from your account, with you present, or it is filed by an authorised admin inside your own portfolio. If a "recovery agent" asks you to read a code over the phone, you are two minutes from losing the number for good. Meta's own banned accounts documentation confirms there is no paid fast lane and no partner who can skip the queue.

What keeps a recovered WhatsApp Business account safe?
Recovery is the easy half. Staying recovered means treating the quality rating as an operating metric rather than a dashboard curiosity.
Watch it weekly in Business Manager and investigate any drop from High to Medium the same week it happens, because the fall from Medium to Low is much faster than the climb back. Collect opt-in explicitly, store the timestamp and the source, and be able to produce both on request — a reviewer who can see your opt-in trail is a reviewer who closes your case. Give people an obvious way to stop hearing from you, and honour it within the hour. Complete business verification before you need it rather than during an incident, since the document review alone runs several days and nobody wants to start it while suspended. Keep two admins on the Business Portfolio so a single locked-out person cannot strand the asset, and keep a plain-text export of your WABA ID, portfolio ID and BSP contact somewhere outside the account.
One more thing worth saying plainly: the terms you agreed to when you registered the number are the WhatsApp Business Terms of Service, and they permit Meta to terminate at its discretion. No amount of preparation overrides that. Preparation just means that when a review happens, the answer is boring.
